Legendara trupa The Chameleons lansează în parteneriat cu Asociația Toto&Pufi campania Romania Save Your Dogs, They Will Save You – un apel la acțiune pentru autoritățile române și societatea civilă

Situația câinilor din România ajunge iar peste hotare, prin scenele traumatizante care au loc în toată țara, după 1 miliard de euro cheltuiți și peste 1,5 milioane de câini omorâți.

București, Manchester, 15 iulie 2024. Una dintre cele mai vechi și iubite trupe de muzică alternativă din lume, The Chameleons, lansează în parteneriat cu asociația locală pentru protecția animalelor Toto&Pufi campania de conștientizare Romania Save Your Dogs, They Will Save You (trad. România, salvează-ți câinii, Și ei te vor salva!) Campania este un apel internațional la acțiune, îndreptat către autoritățile române, pentru a interveni de urgență în mod responsabil în managementul animalelor de companie, după 3 decenii de eșec cu impact puternic socio-economic. România rămâne ultima țară din UE care se confruntă cu această problemă în stadiu critic, în ciuda eforturilor depuse constant de societatea civilă, pentru că nu o abordează sistemic și strategic, ignorând cauza care stă la baza ei și bunele practici care au funcționat în toată lumea. 

Modul în care statul român gestionează populația de câini încurajează înmulțirea lor necontrolată și un mediu de traumă pentru societate, prin violență, îndeosebi pentru copii, așa cum arată și studiul făcut recent de Națiunile Unite. 

Conform datelor oficiale, s-au cheltuit aproximativ un miliard de euro pentru eutanasierea a 1,5 milioane de câini. România nu a implementat niciodată o campanie națională de sterilizare, nici pentru educație pentru deținere responsabilă, deși aceasta este singura soluție care a funcționat în țările care au rezolvat problema. 

Organizația Mondială a Sănătății precum și tratatele din care România face parte arată confirmă aceleași metode încă din anii 80. Eutanasierea nu poate ține pasul cu modul rapid în care se înmulțesc câinii și este practicată în mod ilegal conform legilor în vigoare.  În paralel, lipsa controalelor, precum și a educării și responsabilității proprietarilor de câini reprezintă sursa câinilor de pe stradă și va continua să alimenteze fluxul de câini pe termen nelimitat, în lipsa unei intervenții de urgență la nivel național. 

Cunoscută atât pentru muzica sa, cât și pentru implicarea în cauzele sociale, trupa The Chameleons intervine în urma unei vizite în România și intenționează să contribuie odată cu lansarea noului turneu la popularizarea acestei cauze la nivel internațional, pentru a ajuta România să depășească impasul în care se găsește de atâta timp. Campania începe prin video-ul de conștientizare în care Mark Burgess, solistul trupei, lansează apelul către autorități, colegi de breaslă și societatea civilă. 

„Am văzut întreaga lume, iar România este printre cele mai frumoase și pline de valori locuri în care am fost. Este absolut de necrezut că într-o astfel de țară se pot întâmpla astfel de atrocități cu cel mai bun prieten al omului, lucruri pe care nu le vezi nici în țări mult mai puțin dezvoltate și mult mai sărace; aceste lucruri afectează societatea din atâtea puncte de vedere și imaginea țării în toată lumea, așa că este inexplicabil că ele continuă să se întâmple de atâta timp. Scenele pe care le-am văzut pe străzile din România, pe câmpuri, în curțile oamenilor, m-au afectat profund, ca adult; nici nu vreau să mă gândesc cum afectează copiii și dezvoltarea lor. Câinele este cel mai bun prieten al omului și un profesor pentru noi toți. Câinele meu mi-a salvat viața în trecut, câinii ne salvează din cutremure și ne găsesc atunci când nimic nu ne mai dă de urmă. Haideți să-i tratăm ca atare și să reparăm cât mai repede tot răul care se întâmplă de atâta timp. România, salvează-ți câinii! Și ei te vor salva pe tine!” spune Mark Burgess, leaderul trupei The Chameleons. 

„Situația câinilor din România se agravează literalmente în fiecare zi. Organizațiile pentru protecția animalelor cer de zeci de ani același lucru – sterilizare masivă și deținere responsabilă – în timp ce fac treaba statului pe întreg teritoriul țării. Însă atâta timp cât statul nu ne susține eforturile, ele devin picături într-un ocean: câinii sunt prolifici, iar oamenii fie cruzi și superficiali, fie needucați.  Consecința este un flux tot mai mare de câini pe străzi, în câmpuri, în păduri, precum și scene de groază în curțile oamenilor, toate cu impact profund asupra societății și economiei. Prin mobilizare masivă și direcționarea fondurilor deja existente, problema câinilor se poate rezolva rapid. Avem nevoie de centre de sterilizare și campanii de educație la nivel național, cât mai urgent. Avem nevoie ca statul să-și asume responsabilitatea și nu ne vom opri până când nu o va face, prin legi clare și implicare și susținere sistemice” spune Alina Florescu, președinta Asociației Toto&Pufi.

Cadrul legislativ este contradictoriu, eutanasierea fiind permisă de o lege și interzisă de alta; aceasta se practică inclusiv în adăposturile private, deși acolo nu există acoperire legislativă. Eutanasierea este permisă de lege, însă nu obligatorie, ci din contră, este posibilă doar în anumite condiții, ca ultimă soluție. Totuși, aceasta se practică în masă ca și când ar fi obligatorie, fără îndeplinirea acestor condiții și cel mai adesea, câinii sunt omorâți prin alte metodă decât cea prevăzută de lege, de o cruzime inimaginabilă: violență extremă, înfometare sau canibalizare.  

Pe de altă parte, sterilizarea este prevăzută doar ca posibilă subvenție din partea consiliilor locale și județene, nu ca obligație a acestora, deși prevenția este menționată clar în normele de aplicare a legii pentru gestionarea populației de câini. Deși au posibilitatea legală să subvenționeze sterilizarea, primăriile susțin că nu au fonduri și aleg în schimb să încheie contracte pe sume de ordinul milioanelor de euro cu firme private care capturează, apoi duc câinii în adăposturi care eutanasiază, de multe ori aflate în proprietatea beneficiarilor comuni cu aceste societăți. Societățile comerciale au ca scop declarat profitul, așadar fluxul continuu de câini îndeplinește acest scop, în detrimentul bugetului public și a calității vieții cetățenilor și animalelor din România. 

Cerem autorităților centre de sterilizare și acțiuni masive de capturare și sterilizare la nivel național, susținute de campanii de educație în vederea deținerii responsabile, permanente, la nivel național. Trimite mailurile ciu sau fara video la pm@gov.ro!

The legendary band The Chameleons, in partnership with Toto&Pufi Association, launches Romania Save Your Dogs, They Will Save You  – an awareness campaign and a call to action for the Romanian authorities, fellow artists and civil society

The situation of dogs in Romania goes abroad again, through the traumatic scenes that take place all over the country, after 1 billion euros spent and over 1.5 million dogs killed

Bucharest, Manchester, July 3, 2024. One of the oldest and most loved alternative music bands in the world, The Chameleons, launches the awareness campaign Romania Save Your Dogs, They Will Save You, in partnership with the local animal protection organization Toto&Pufi. The campaign is an international call to action, addressing the Romanian authorities, through fellow artists and civil society, to urgently and responsibly intervene in the management of companion animals, after 3 decades of failure, with profoundly negative socio-economic impact. 

Romania remains the last country in the EU to face critical companion animals’ management problems, despite constant efforts from the civil society and access to worldwide proven best practices and support. This is as a consequence of the lack of strategy and systemic approach, based on the ignorance of the underlying cause – dogs reproduction and irresponsible owndership.

Romanian dog population current management encourages their uncontrolled reproduction and an environment of trauma for society, especially for children, as the recent study by the United Nations shows.

According to official data, approximately one billion euros were spent to euthanize 1.5 million dogs. Romania has never implemented a national sterilization campaign, nor an educational campaign for responsible ownership. Although these are the only solutions that have worked in countries that have solved the problem, these are even blocked when implemented by local organizations.

The World Health Organization, as well as treaties of which Romania is a part of, confirm the efficiency of the same methods since the 1980s. Euthanasia cannot keep up with the continuous and rapid dog reproduction and is also practiced illegally according to the laws. In parallel, the lack of law enforcement, as well as the lack of education and responsibility of dog owners represent the source of street dogs and will continue to feed the flow of dogs indefinitely, in the absence of an emergency intervention at the national level. Dogs of all ages are thrown away to die into plastic bags every day or killed in the most violent ways, both in people’s yards, as well as  in public and private shelters.

Known both for its music and for its involvement in social causes, the band The Chameleons intervenes following a visit to Romania and intends to contribute with the launch of the new tour to the popularization of this cause at an international level, to help Romania overcome this impasse.

The campaign debuts with the awareness video in which Mark Burgess, the lead singer of the band, launches the appeal to the authorities, fellow artists and members of civil society.

„I have seen most of this planet. Romania is among the most beautiful and valuable places I have been. It is absolutely unbelievable that in such a country such atrocities can happen to man’s best friend; one does not see these things happening in much less developed or poorer countries. They affect the society in so many ways and the image of the country all over the world, so it’s inexplicable that they keep happening for so long – I saw it with my own eyes on the streets of Romania, in the fields, in people’s yards. I was deeply affected, as an adult, I don’t even want to think about how it affects children and their development. Dog is man’s best friend and a teacher for us, people. My dog saved my life in the past; dogs save us from earthquakes and find us when nothing can trace us anymore. Let’s treat them as such and fix all these atrocities as soon as possible, because it is so simple to do it and it is our duty as well. Romania, save your dogs! They’ll save you!” says Mark Burgess, frontman of The Chameleons.

„The situation of dogs in Romania is by all means getting worse every day. Animal protection organizations have been asking for the same thing for decades – mass sterilization and responsible ownership – while doing the work of the authorities throughout the country. But as long as the state does not support our efforts, they become drops in the ocean: dogs are prolific, and many people are either cruel and shallow, or uneducated on responsible ownership. The consequence is an ever-increasing flow of dogs in the streets, in the fields, in the forests, as well as horror scenes in people’s yards and outside them, all with a profound impact on society and the economy. By massively mobilizing and directing existing funds, the problem of dogs can be solved quickly, humanely and ethically. We need sterilization centers and education campaigns at the national level, as soon as possible. We need the state to take responsibility and we won’t stop until it does, through clear laws, involvement and systemic support. Dogs should offer animal assisted therapy and other irreplaceable services, emotional support and their neverending lessons on kindness and life, instead of being brutally killed every single day, either by so-called euthanasia or by cruel people” says Alina Florescu, President of Toto&Pufi Association. 

The legislative framework is contradictory, euthanasia being allowed by one law and prohibited by another; it is also practiced in private shelters, although there is no legislative coverage for this actions. Euthanasia is permitted by law in public shelters, but not mandatory, on the contrary – it is only allowed under certain conditions, as a last resort. However, it is practiced en masse as if it were mandatory, without meeting these conditions and most often, the dogs are killed by other methods than the one provided by law, by unimaginable cruelty: extreme violence, starvation or cannibalization.

On the other hand, sterilization is mentioned in the law only as a possible subsidy from local and county councils, not as their obligation, although prevention is clearly mentioned in the law enforcement rules for managing the dog population. Although they are legally able to subsidize sterilization, authorities claim they do not have the funds to subsidize and instead choose to sign multimillion-euro contracts with private companies that capture and then take the dogs to shelters that euthanize them, oftenly owned by joint beneficiaries of these same companies. Commercial companies have profit as their stated goal, so the continuous flow of dogs fulfills this goal, to the detriment of the public budget and the quality of life of citizens and animals in Romania. Romania pays up to 300 euro per captured and killed dog, no matter the age or dimension.

We ask the authorities for sterilization centers and massive capture and sterilization actions at the national level, supported by permanent, national responsible ownership campaigns.
